I see it a bit different: the release branches are announced to be freezed feature wise and only get bug fixes applied in general.
Of course, there can be exceptions to the rule, that's not my point. My point is that we should dicuss those exceptions beforehand and wait for other opinions and give others's time to think and check the impacts ;)
