As I said before, it's fine to use an Apache Webserver in front of Tomcat. But if you do that you should configure it as a proxy/ajp.
The VirtualHost configuration you have posted is not using a proxy.
Anyway, it does not seem to be a problem with OFBiz but with your configuration and infrastructure settings. Our Jira is used to adress bugs and feature requests/improvements. You topic is better moved to the user mailing list where you will also reach a wider audience.
