Its nice to see that someone is looking into this.
I have just tested what you just described and I can say that even the "Enter" button is not working when updating a new price. I am not sure whether it has something to do with the locale. It is not working for me.
Also, I believe that the "update" button is there to update the cart. Orelse, we wouldn't need it.
