I've always thought this was a cool idea, because someone is not always around to demo this functionality on the backend. A lot of potential users poke around by themselves long before they ever contact someone and become a client or potential client.
But agree, this does need to be something that is easily turned on or off. Something even as simple as a radio button directly underneath the theme selection drop down on the backend that says "Allow user to change theme?" Yes or No.
