Like ControlServlet this has become its own tangle of hardcoded
functionality but with different priorities. It has some things to
automatically return service data as a CSV and to generate PDFs via
LibreOffice. Adam and I both think that it would be a good idea to start
over on something other than servlets where asynchronous calls weren't
bolted on after the fact, maybe Netty or Vert.x.
