Thanks for your input.
But we cant removed status valid change for ITEM_COMPLETED to ITEM_APPROVED as this is valid status change. As we have feature to cancel the received item and cancelReceivedItems service mark completed item as approved.
So it is fine to add check in change order item status service to exclude the CANCELLED and COMPLETED item, I'll test the cancelReceivedItems flow and will update patch if needed.
