Only trouble with both solutions: either reports or the whole birt component would not be tested by ant run-tests which relies on load-demo...
I still think my second option above is the better one. This way, if we create other components with the same kind of issues, using the "<include... " if-possible attribute would allow to hide controller errors in releases and still have the whole component in trunk (demoed, tested, etc.)
