I've been working with this patch and I agree with Hans, Accounting Transaction Tags - Analysis Codes - Segment Codes. Call them what you like - every modern accounting package has this concept. They are in Opentaps financials and I have been asked by all of my big clients to implement a similar solution.
This is a big patch, but for the accounting module to even start to compete with proprietary accounting packages, this or a similar concept must be in place. In my experience even when a third party accounting package is used, the accounting transactions have to be tagged before export anyway.
I think this Jira should be reopened and it's worth some review - I would be happy to help review and take it to completion.
