I hope you will surely not embark on such an endeavour merely to having to avoid patching a missing data element every now and then.
Because that is what we are talking about. Occasionally a new country gets ratified with the accompanying currency. And if it is missing in the seed data set, nobody complains about it on the communities mailing lists.
So why possibly completely overhauling various entities, services, screens and forms for this occasional change? It doesn't seem to add value to end users and implementers.
But if you do, I hope you will do it in a separate branch and do extensive issue registration and tracking so that when it is ready to implement in trunk there will be sufficient documentation to be able to analyse the impact of upgrading to the upcoming release.
Just my 2 cents.
