Hi Jacques,
I stopped working on this a long time ago. Anyway the code I included in the comments is useful as a starting point. I have my eyes set on the core framework, plugin system, and more fundamental stuff at the moment.

http://wiki.eclipse.org/BIRT/FAQ/Internationalization. I don't think we need to tweak to use uilabel files. We use the same way in the POS.
