The core of Expense reporting and processing is related to accounting. We should put all services and related stuff in accounting component.

Related to UI, I recommend adding expense application to Specialpurpose.

To support slimdown effort, I recommend to move AR and AP webapplications out of Accounting into specialpurpose folder.
