Thats the thing isn't it? There is no case. For date only fields, there is not enough information to accurately apply different timezone formats. For all date fields you'd have to ensure you set ignore-time-zone="false" but I fear this functionality will get lost or misunderstood later down the line hence why I tried to apply the fix globally (in widget framework)
