the patch you are proposing is not a clean configuration of log4j and it seems to me a work in progress (also based on your comments to this ticket).
I was worried that the vote that you were going to start for the inclusion of this patch could generate another long discussion so I went ahead and implemented a new configuration (see commit 1633550) that should implement all the items in your wish list; if you and the others will like it, feel free to backport to the 13.07 branch.
I will leave this ticket assigned to you but please, if you will resolve it by setting the "Fix Version/s" field, change the title to make it more professional since it will go in the release notes.
