I encountered this issue after running an import script that didn't assign CUSTOMER role to a party but did assign BILL_TO_CUSTOMER to import their orders. I assumed since BILL_TO_CUSTOMER is a subrole then it inherently means they are also a CUSTOMER. If parties only assigned to BILL_TO_CUSTOMER but not CUSTOMER should not appear in the list then I'll close the issue and tweak my import script to assign CUSTOMER them to role as well.
