Hmm, not a strong opinion, but I would not label it on what it contains but rather its purpose. Based on our historical naming conventions maybe we can call it "common" or "common-theme". The reason I suggest that is because this is not just going to be a folder with static resources. It is going to be a full ofbiz component with ofbiz-component.xml definitions and whatnot.

Remember, if we really want to extract the "web" away from the framework, then we need more power in the themes, not just static resources but also business logic when / where needed.
