I think we should not change the current behavior as it is intended: if the request is of type "request for quote" then a quote can be generated from the request screen; the user will set "request for proposal" if a quote is not expected but some other response is required; if the customer would like to get back a "proposal" in the form of a "quote" then the "request for quote" type should be used..
As a side note, the patch has some irrelevant formatting and (after a cursory review) it doesn't implement correctly the change in the condition (with the proposed change the condition will always be false).
