Hi jacques,
I confirm, It's an issue OOTB, you only need to go the example component and you can see menu without any elements.
reading the code its seems that one constructor from ModelMenuItem was remove recently, so menu items created dynamically (for example portalPage children) has no modelMenu assigned.
