Andrew,
Can we do something on lines of Role based security, Like if a User is member of Auto Mechanic group then he/she can edit a WorkEffort and related data.
Like,
We can create a Party Group Auto Mechanic, Then make Mechanics member of this PartyGroup.
Now if PartyGroup Auto Mechanic is member in role CAL_OWNER or CAL_DELEGATE with WorkEffort, The user will be able to Update a WorkEffort.
Same pattern can be applied for other entity goups also.
