Andrew,
Yes. Little bit of Implementation thoughts.
Steps
1) All the checks that have been already implemented (Check If user is in CAL_OWNER or CAL_DELEGATE role with WorkEffort),
2) If "Step 1" returns false, Then get list of Party Groups in CAL_OWNER or CAL_DELEGATE with WorkEffort or its parents, and then Check to see if User is member of any of these Party groups.
