Jacopo,

I got a lot of the work done over the weekend. I'll try to finish it up during this week.

I put all of the permissions checking code into a single file - to make it easier to locate and agregate permission checking methods. Once the permission checking is fleshed out, we can move the methods into the appropriate files.
