The distinctive element of whether a system property is configurable in a multi tenant setup is when an change of its value requires a restart of OFBiz.
If it does require a restart, than it should be investigated if the functionality behind it can be changed. The various system properties that fall in this category are probable most system properties in the framework stack.
If a system property can be changes without a restart, than it is a contender for multi-tenancy configuration.
