Are you using iText
http://itextpdf.com/ to read in the existing form and fill in the fields?
This would make it more easier to build and maintain and more portable since you would just have either map OFBiz fields to form field names if the form existed or create a form that matched the government's requirements and make a new map. The processing code would be the same for all VAT reports.
