The Order in its pdf form represents a potential legal document between 2 main parties, the supplier and the customer (of the goods, service et all). If it is as such, the simple from and to inclusion in the name of the pdf file will represent that.
Any other party involved are representatives related to the internal processes of the internal (from) organisation. They play a minimal role in the legal aspect.
But yes, only the orderId is uniqueness enough.
