The short I was referring too in the link above is
bq. "Licensed to the Apache Software Foundation (ASF) under one or more contributor license agreements; and to You under the Apache License, Version 2.0. "
They suggest to use it for
bq. images, minified JavaScript or PDFs.
But it's also said
bq. PMCs should use their judgement, err on having a full source header and contact legal-discuss@ if unsure.
I'm not sure it's worth it, but we could discuss all that in the dev ML and see if a vote is necessary...
