No I don't know if the old implementation was done using Xalan but I think the webhelp uses Saxon.
I have a copy of the code the Webhelp addon uses and I'm doing a first pass through it all listing the files modified and any new files created. It's just a simple spreadsheet but it could give us some ideas of what code could be re-used and what we ones we dont need. I'm part way through so hopefully will be done this week and then will upload the addon code itself and my spreadsheet for you (or anyone else) to look at.
