It allows a simple method called from the controller to call other simple methods without having them timeout:
<event type="simple" path="component://test/script/testScript.xml" invoke="test"></event>

In the above, test simple-method did <call-simple-method method="test2"/> but test2 exceeded the default transaction-timeout so it was added as an attribute to <simple-method> to override the default.

Adding the attribute to <call-simple-method> instead of <simple-method> may be a better solution since it is already supported for <call-service>.
