I added a check on the empty view name in framework/webapp/src/org/ofbiz/webapp/control/RequestHandler.java. If it's empty, use the value configured in the response as the view name. Now after setting the locale, the page can return to main page without error message.
I'll check why the view name empty, as the return to main is not good enough for some cases.
