Not only the first page, but every page that has specifics. Remember that each layer (framework-CommonScreens.xml, application-CommonsScreens.xml and application-<Specific>Screen.xml) can have css and js settings.
It is not only an aspect of having such cached or not, but also controlling the duration before the browser refreshes its cache, see the freshness, validation and invalidation aspects in the document you mentioned.
