Pierre,
Able to create party attribute from party manager > Profile in the {{Party Attribute}} screenlet. Following URL takes user to profile page - http://demo-trunk-ofbiz.apache.org/partymgr/control/viewprofile?partyId=DemoCustomer and from {{Party Attribute}} screenlet click on create new will take user to  - http://demo-trunk-ofbiz.apache.org/partymgr/control/editPartyAttribute?partyId=DemoCustomer

Do we need to add tab for the same, like we have for ProductAttributes? Thanks!
