Mmm, as I suspected if you comment out the party component you get some(?) errors. I guess other component are concerned, not sure if we should handle all the possible cases but this one is interesting:
SecurityPermissionSeedData needs the system Party I believe it should be in securityext not party, gave up at this stage waiting opinions and help...
