I have noticed that this is a placeholder issue but cannot see the sense in the current state (one placeholder and a single data entry).
In my opinion a placeholder issue makes sense if it works as an umbrella task for several subtasks which have a specific goal (like the examples you have given).
"Updating data sets" is, in my opinion, a little bit too open. The data sets are used for specific functions, processes or demo cases. So if we have new/changed functions or processes which need new data, I would agree. For the data sets itself I do not, notably because the only subtask does not support any new/changed function, process or demo case.
Please give us a more detailed picture of what will be in this issue and subtasks, apart from that I would tend to close this issue.
