Tell me if i'm wrong but the Human Ressource component Goal is to manage our society employees.
Partymgr goal is to manage every known party in the system. In some cases, i would like to manage skills/CV of any party, without him employed in my company ?
Skill/CV are a general data applying to a party, so why not leave it into partymgr ?
