The only thing this issue addresses in its description is the move from ant as a build process to gradle. It didn't address the change in locations of external jars for:

Else I'll close this issue and similar as not a problem. Note that I don't expect much things to change with this discussion. Because the "OFBiz team" (most committers) agreed offline about this subject (explained by Taher just above). What we can however expect from this discussion is a formal decision and I guess that's what you hope for and I can understand that (as the ASF mantra says "if it did not happend in the ML, it did not happen at all"). In the process we will hopefully also clarify the concept and have a clearer horizon... Thanks!
