In my opinion, we should drop this policy of first Jira wins. Many JIRAs exist that are just place holders without putting the effort in thinking, documenting, and coming up with a solution. I can create a 100 JIRAs in an hour that says refactor X, Y, Z ... components or files. But the hard work of thinking of what to refactor, putting a solution in the JIRA, attaching a patch, communicating intent is very important.

I think contributors who do the "hard work" should have their name on the JIRA, not whoever puts a foot in the door first.
