I was thinking maybe there is a need for hotdeploy.
From what I'm seeing, the plugins directory contains components that are checked out from the trunk or downloaded from other repositories (ie these are shared components).
In the case of a private component, it would be confusing to place such a component into the plugins directory.  Maintaining a hotdeploy could be a place for private development and if the developer wants to open source it, it could then be checked into the source repository for the plugin directory.
