It is my first contribution for OFBiz and I'm enjoy you take the issue!
I probably have no time this week to improve this jira.
Quickly,
* I identify the problem on 13.07 version
* I did not yet reproduce it on trunk
* on why.
** The shipping cost has been not well calculated on an order. So I want to modify the carrier cost.
** Editing the order I update the carrier cost
** I expect OFBiz recalculate the VAT amount on the carrier cost and the VAT information (as Tax Authority party Id) are well filled
** The VAT amount is well calculate but the VAT informations are not filled in the OrderAdjustment Entity

** As I reproduce it on trunk I'll tell you that
