Even I couldn't find its definition.
Tracing event handler with the browser dev tools it seems it may be in widgets.js
I observed another quirk here when I was using device modes with resolution 1024 * 461 from chrome dev tools these links are opening in the same window as well as in the new window.
I think we can use the existing target="_blank" at all places if it is not intended to serve any specific purpose.
