I tried to replicate the reported issue with given steps but its working fine for me.
I generated Inventory valuation report for one product and then place/receive PO for the same product, then finally generated Inventory Valuation report again on current date/time and counts are updated as expected. I also checked report on previous date/time and this time report removed/decreased counts of my PO counts so it seems working as expected to me.
Attaching snapshots for further review and closure the ticket if no one found reported issue.
