I did work on this Jira and made some progress. The last thing left to do is to modify build.gradle to automatically publish plugins to the ASF nexus maven repository. I had some discussion with folks from Infra and that's where I stopped due to other priorities.
The next step to move forward here is to figure out how to first publish to nexus, once we figure that out exactly, then we can update build.gradle to pull these released plugins.
