The rainbow theme seems to be working correctly with the Arabic language. This JIRA is incorrect because you _can_ change the language just fine. The problem you are facing is actually that the flag is now off screen (if you look at the horizontal scroll bar you can scroll to the left and find the language flag.
So this is a minor CSS problem of the flag shooting off to the left.
