While creating a theme I stumbled across this dependency for {{Birt}} inside of {{ReportScreens.xml}}.

In the screen {{OrderPurchaseReportOptions}}, the {{BirtUiLabels}} map is always loaded and then referenced over {{$\{uiLabelMap.BirtOrderReportsWarning}}}, but this shouldn't happen inside of the framework.
