Currently system is showing submit button even though there is no rows to process. Ideally it should not display is there is nothing to submit.

Steps to replicate the issue:
 * Create Quote from OrderMgr>Quotes screen.
 * Navigate over Quote Prices Screen.
 * In Quote Prices screenlet, here system is showing submit button even though there is no quote items to process.
