Currently on the Quote Items screen, in the view request column,  a button link is shown even though there is no customer request data.

Steps to regenerate:
* Create a quote from ordermgs> Quotes screen.
* On the Quote items screen, create Quote item. While creating, do not add cust request value.
* when an item is added to quote, check the view request column, a button link will be visible. This button link should not be visible if cust request data is not there.
