Steps to replicate:
1. Open https://demo-trunk.ofbiz.apache.org/catalog/control/EditProductPromoRules?productPromoId=9000 with login credentials admin/ofbiz
2. Validate that the condition type and action type is not shown in dropdown.
3. Now validate the inputParamEnumId, productPromoActionEnumId of productPromoAction and productPromoCond entity.
4. Also try to change the condition type and click on update button. Error is rendering on screen.
