Steps to regenerate:
 # Login to the URL: [https://demo-trunk.ofbiz.apache.org/partymgr/control/NewCustomer]
 # Enter first name, last name
 # Enter shipping address
 # Do not enter any phone number (like home phone, work phone, fax, mobile)
 # Enter email address
 # Enter username
 # Enter password
 # Confirm password
 # Click on save button

Actual: User is created without phone number

Expected: The page displays the message that “At least one phone number is required below” but the user can be created without any phone number. Hence, either atleast one phone is required validation should work

OR

“At least one phone number is required below” message should be removed if user can be created without any phone number
