Add a single use feature for contact lists so that members of a "single use" contact list are automatically expired after the first email is sent to them:
1. Add "singleUse" indicator field to ContactList
2. In sendCommEventAsEmail, if "singleUse" has been set to "Y" for the ContactList, then after an email has been sent to each ContactListParty, the ContactListParty is automatically set to expire.
