Move the "security" menu (and related artifacts) from the Party to the Webtools: in this way the users and permissions setup will be available also in non-application distros.
Moreover, in the Party detail screen, in the user login box, there should be a also link, near the "create user login" link, to associate an existing user login to the party.

I have started work on it, but I was waiting for the UI label refactoring to finish before submitting a patch.
