Make optionnal the website creation to allow simple retail store creation (POS for instance)

In case you want to create a retail store you don't need a website. Currently you must create a website if you use the Setup component.
The idea is to make the website creation optionnal but with a clear message displaying it's mandatory for the web applications to work (at least order entry and eCommerce)
