Packaging slip for Purchase order related to drop shipment is empty

1. Place an order for product under drop shipment category.
2. Select the order in admin
3. Choose the associated purchase order
4. Approve the purchase order
5. Click on 'Quick Drop Ship'
6. Shipment and Packaging Slip button appear.
7. Click on packaging slip.
Issue: It will say: "ERROR: No packages found for this shipment"
