On Register page the billing address state is set incorrectly

Steps to reproduce:
1. Click register
2. Fill in shipping address
3. Select checkbox 'Billing address same as shipping'.

Issue: Billing address state is incorrect. Seems like correct state was selected, but got overwritten due to call to getAssociatedStateList.
